I don't get it, what is your point?
Over the course of the Main game, Corvo can wield six different Blades, not counting the upgrade for his own weapon that, for the most part, only changes it's color.
Having a unique Skin for Daud's Blade wouldn't have been a problem at all.
The two reasons that come to mind are:
1. Daud didn't have a unique blade in the original game, because he wasn't a big enough character to warrant his own blade, at that point it wasn't necessarily planned to have multiple Story DLC's show more of Daud's character and make him playable.
Giving him a unique Blade in between killing the Empress, and encountering Corvo later in his hideout, wouldn't make too much sense either. Especially because they would have to explain how he got it, and how he lost it later.

2. Daud doesn't want his Assassins to have inferior Equipment to him, he wants everyone to have the same chances at everything, if someone is better than someone else, than it's because he was better, not because he had a better blade or fancier armor.
Maybe the Assassins Blade is the best it can be, Corvo's Blade might look awesome, but what are the advantages of it? The Assassins Blade does what it needs to do just fine, there is no need for an upgrade.
Daud on the other hand was the leader of many. He need mass produced weapons. He needed something simpler, after all it took a lot of funds and time to make corvo's gear.
Also Daud was an assassin for a long time and never felt the need for a special weapon so why would he now. Plus he had his powers for a long time so he knew he could fall back on them. Corvo got his gear before his powers.
Plus he wore the same uniform as the whalers, he didn't feel a need to put him above them.
