Lord Regent broadcast bugged?

So I'm doing a non leathal playthrough, and during Return to the Tower when I go to play the Audiograph in the broadcast tower, after playing the audiograph there is no audio of the broadcast. I've verified the game's cache the other night, so everything should be fine, and quitting the game and reloading the save isn't doing anything. Anyone else have this problem?

If you choke/Kill the guy in the tower, this "Broadcast speaker" then the Audio won´t play. (Spoiler) He says, that he wants to purge the poor with the disease.

Sorry guys, I know I'm exactly 3 years and 48 minutes late...
The bug is also present on PS4 and it is still not fixed... a real shame!
