I just wonder why they would leave something there, that you can actually pick up, that isn't useful
Similar (but different) scenario: Freedom Fighters, an EA game, has at least two different demos, but the original one, released before the game actually went into production, is markedly different, the outstanding divergence being the presence of an armored vehicle with a NASTY gun turret (that demo version is really hard to find now, it being so old) which never made it into the final release.
Ennyhoo, the hat belongs to Chauncy (this I aver with great confidence), a burglar whose ambition exceeded the soundness of his judgement in that he left it as an effyoo-in-the-neck calling card when he stole a key from the Watch (Low Chaos & High Chaos have some differences regarding the disposition of the sought-after key), but, sadly, the poor lackwit earned the Darwin Award. My GUESS is that the player was slated to use it as a calling card himself/herself in order to motivate the Watch to wipe the Hatters out (so the player could get the Watch to do high chaos damage while preserving low chaos status), but that optional side mission didn't make it past production.
...OR it was going to be like helping Abigail Ames in DLC 2 allows you to steal a charm from Jerome's safe in DLC 3 (currently I'm playing to see if I can finish DLC 2 with low chaos despite killing everyone in the slaughterhouse by remaining undetected, et cetera, for the rest of the game, hoping to see the extra charm in the safe in Brigmore).
They should perhaps look at this game today, and see how a fun 3rd person shooter should be made.
Spoke to a couple of citizens of former Soviet Socialist Republic, asking them to translate some comments made by enemy NPCs (Why would "Scientific Communinsts," referring to Americans, holler, "Death to the Reds!"?) and they laughed, informing me that the game was quite popular (this was about ten years ago) despite its ridiculousness. Quizzical frowns of puzzlemet were worn on their pretty faces whjen I mentioned that a chief protagonist's name was Colonel Bulba. "That's not a Russian name," they said. Their recation seemed to suggest it was not ANY kind of name, but that they were too polite to say so.
ANYway, I was waiting for Freedom Fighters 2 to come out, and they were WORKING on it…until someone decided that the team working on Hitman: Blood Money needed more coders. I started playing the Hitman franchise because Freedom Fighters advertized that it was developed using technology found in Hitman 2: Silent Assassin. I was puzzled, however, that the console version of FF had multiplayer, but that the PC version only offered single player. I would have made one of my computers a server.
SOMEone should revisit idea of Freedom Fighters II. The original was great Alternate History fun. Marketed right, it could be bigger than Bordelands.
JIC (Just In Case) someone "catches" a mistake regarding which developers/coders worked on which projects: Square Enix did not always have the Hitman franchise; it was originally an Electrinic Arts (EA Games) series.
Findng the hat at all depends on chance and possibly chaos, If i remember correctly: if Chauncy is in the hatter's hideout then you won't find the hat in the third floor of the guard building and you will find the key earlier in the hatter's hideout.
