If you read a little bit more of that thread then you would have your answer. Apparently, Lord Pendleton clues in on what is said in the letter. If I had to guess, you have to actually speak to him after completing the mission. To my recollection, you are not directed towards him after returning to the Pub if you did not fulfill his request in dueling Lord Shaw.

Yes, after the mission if Shaw is still alive (meaning you didn't start the duel), Pendelton will comment on the letter. Though, he will still comment on the mission and how the duel went (perfectly, meaning you get a rune; somewhat alright, meaning you get 100 coins and nothing if you didn't give lord Shaw a letter and kill/sedate him after).
