The Assassins and any other Human being in Dunwall, are off the table.
It's called "Non-Lethal" for a reason.
You can choke assassins just like every other Human in the game.
The Chaos system makes perfect sense when you consider that almost none of the NPC's you encounter are actually bad people.
Especially the City Guard is just doing it's job, in their eyes you're a Traitor and the Murderer of their Empress.
Slaughtering them wouldn't be very helpful on your "Cleaning my name" Quest.
These Guys are also about dealing with the Rat Plague, if they're gone, Dunwall is pretty much doomed.
It's not like you can't kill anything during a Low Chaos run anyway, as long as you keep the majority of Dunwall's population alive.
You can't blame the game for choosing to let everyone live and then not getting to use any of the tools to kill people with.
That's like ordering a Salad and complaining that you don't get to eat a Pizza... f*cking order the Pizza then.
just a couple pieces of advice: be very careful how you treat unconscious bodies, touching water kills them, dropping them carelessly or throwing them can result in a death, also leave all bodies elevated/enclosed/whatever to keep rats from eating them. assassins really arent too bad as long as you carefully scan each area before moving out in the open (all the easier if you want to you dark vision). sleep darts can be extremely helpful, but you'll want to be careful how you use them. if you shoot a dart at an enemy on an incline, rail or ledge they have a nasty habit of falling to their deaths.
I see, i can pre-empt assasin ambush and sleeper hold them.
Weepers I don't think count. Maybe 90% sure. I remember some I knocked out getting eaten by rats and I got didn't kill anyone.
And you can kill people and still get low chaos. Just as long as you don't go crazy. Not sure what the limit is though.
For the Clean Hands achievement :
DO NOT KILL hounds, guards, city watch, street thugs, assassins, civilian people, weepers, tallboys, overseers, assassination targets, Daud and Granny Rags.
YOU CAN KILL rats, fishes and river krusts.

DO NOT LET hounds, guards, city watch, street thugs, assassins, civilian people, weepers, tallboys, overseers, assassination targets, Daud, Granny Rags and Watchtowers SEE YOU.
