the answer is: you don't. atleast not in this mission. but in the next mission that starts in the same district
Ther's been several places where I thought It would be the next building but next building was the next area and not there.
From the picture it looks like you can go up the stairs climb on railing drop down and go under to where you see the rewire Tool?
it is unreachable at this point and i'm pretty sure that's just a small oversight by the developers. in the next mission there will be a door (and inside will be weepers if you poisened the distillery)
That room has the weepers in it. One of the guards is carrying the key which you can pick pocket. I think theres also a master key for slackjaws distillery you can pick up.
Then just go unlock door in between the patrols I hung around under the stairs that go up at the end of the room where you go further to the still. The weepers will come out of the room and will fight the guards. Tha guards finish off the weepers! You don't need to!
Wait until everything calms down sneak in pick up rewire tool and a variety of good drops!

That's where a passwall power would be handy!
I did a search when I was on this level and the only thread I could find was one in which everyone was telling the TC that he was an idiot and to get the key, while he kept trying to tell them that they were talking about the wrong level, and that there was no key. It went back and forth about 10 times, and they never bothered checking the level to see that the TC was right.
Seeing half of his men were getting sick and turning into weepers at first he didn't want to shoot his own Guards .... so he quickly put a door into his previously secret stash hideout, put his sick guards in and locked the door. Smart thinking Eh!
Being a devout believer in only having 1 key for everything he had it keyed alike to all his locks ....obviously! Such that the master key hanging in the control in the previous episode will open the door?!
BUT BE WARNED!
If your are going for the no kill Clean Hands-walkthrough do not let out those weepers, cause if they kill at least 1 thug from the Bottle Street Gang members, it counts as a kill.
