If you mean not killing any of the Dead Eels, then you just need to be quick and silent. In my first playthrough, I was really afraid of interacting with the Dead Eels as to prevent any problems with Lizzy, that I didn't even choke any of them. Just stick to the rooftops and check their lines of sight and it'll be easy to stay unseen.
after that, you can meet up with the geezer and the hatters will leave you alone aswell. same rules apply as with the eels.
