Report a translation problem
To be honest, this side mission is a total mess. Other people reported a bug when they couldn't complete the mission unless they brought some corpse to the safe haven. You can't control the survivors, so you have to bend over backwards to lead them to safety. They are not even trying to hide! No, they have to walk tall and proud! The main survivor you're supposed to protect ain't even walking, the bloody fool is strolling! Once they reach the safe haven, they walk about as if they're at a cocktail party. Those morons are standing in the middle of a well lit courtyard, with a tallboy walking back and forth ten feet from them, and they don't seem to give a duck. In reality, I would tell them to keep quiet, crouch to safety one by one on my command, and lay low when they get there. But no, in nearly every game there is a mission to protect someone or lead them to safety. And in every mission of that nature the AI sucks so bad that you want to finish those moronic NPC's yourself.
P.S. And I can't get rid of the tallboy because I'm playing it on very hard, with no powers (I don't even use Blink), and I'm also going for the Ghost and Clean Hands achievements. So fighting a tallbout is out of the question.
After getting the key to the upper floors, I open all doors then, I go to the room across from the top floor of the hotel. I rewire the arc pylon to kill enemies then, drop down and tell Blake the coast is clear. I go to the ground floor exit door and open it outwards. I stand in the doorway, blocking the survivors from leaving until the tallboys have moved away from the area. I then let the survivors pass and they move to the courtyard. It always seems to work for me.
The reason I mention this is, I've heard of problems with helping Emily escape the Golden Cat. If you go through the door before the objective completed message comes up, the primary objective may be failed or something. But, if you wait patiently for the message, there's no problem. That's the closest thing to a solution as I can get, I'm afraid.
It's a general problem with this game. Loading a save may yield unpredictable results. You just never know. I had all kinds of problems when I loaded saved games, so I usually try to keep a bunch of saves around just in case some of them get corrupted.
As for this particular mission, I managed to complete it when I brought a female corpse marked as "weeper" to the safe zone. Idk, maybe she's a plague survivor as well.
Edit: Nevermind, Blake wondered back into the apartment and got shot, then the rest panicked and died, wonderful xD
