Mission ending not game ending. To trigger a high chaos game ending you need to kill many NPC per each mission. Number of high chaos mission endings make the high chaos game ending. But ya. There are is low chaos and high chaos with what I would call an intermediate low chaos. Which is a number of high chaos mission endings that don't trigger a high chaos game ending but do trigger a different response from Samuel the boatman as you reach the lighthouse. A butt hurt Samuel who will rag on you but wont rat you out. :)
