How can I up my FPS to keep it locked to 130?
is there any kind of CFG tweaks? because dropping from 130 Fps down to 100 FPS does actually affect my pacing while running through the game and combat a fair bit.

What are your specs? I keep a very solid 130 fps at 1080p with:
5820k
16GB DDR4
GTX 970
SSD

Also, is your monitor a 120Hz or 144Hz? Mine is a 60Hz and there's literally no difference between 100fps and 130fps.

60hz
It's not how much difference you see......It's how much you FEEL when you use the mouse for quick aiming, input lag etc

gtx 760 2gb
intel-core i5 4670 3.4 ghz
8gb of ram

When I'm in wider space areas such as the hound pits on the level where you gotta save piero and sokolov over there, walking outside from where you meet cecelia trying to hide I drop down to about 100 and from 130 the difference in the mouse moving is alot

Ahh I see.

There are some settings in:
C:\Users\[username]\Documents\My Games\Dishonored\DishonoredGame\Config

Then open DishonoredEngine.ini in notepad.

Find these lines: (Ctrl + F)

bSmoothFrameRate=TRUE
MinSmoothedFrameRate=30
MaxSmoothedFrameRate=130

Change MinSmoothedFrameRate= to something like 130,
and raise the MaxSmoothedFrameRate= to like 200 or even higher.

Then save and exit before launching the game.

I did this, and the game runs at 200 fps now. So it seems to run at what you set the max to if your GPU can handle it. (Which your GTX 760 should be able to I imagine)

See if that helps.

nop, still just locked to 130, I need an actual technique or need to know a very certain graphics option that could just just get it upto the 130 in wide areas

You can also try changing that bSmoothFrameRate=TRUE to FALSE.

Aside from the above, which really should have worked by the way, there's really not much else to do. If you changed the MaxSmoothedFrameRate= to over 130 than your GPU should be pushing the game higher. I don't believe the GTX 760 can push it to 130 and not any higher, that's weird.

like I said, I just want it locked 130 FPS, but I'm prepared to change A GRAPHICS FEATURE to do it, I just don't know what one would help the most

Right, I'm trying to tell you that it's not possible. This game doesn't have all the bells and whistles that many/most PC games have, it's a pretty straight port.

I'm trying to give you the best workaround I can think of, if you're not interested in that you might just have to deal with the frame drops.

You could try setting MinSmoothedFrameRate=130 and MaxSmoothedFrameRate=130 and that might lock it. That's probably the best you'll get. The only other way to lock the framerate is vsync, which will give you 30 or 60fps. That's it.

Those settings I've been talking about, are "graphic's features," by the way. I don't know what you think "min" and "max" "framerate" means.
