Question about Dishonored 2
Will Dishonored 2 have support for DX9/DX10 based graphics cards, or will it, like games such as Alien Isolation and Dying Light, require you to have a DX11 capable card?

You should be looking at a DX12 card if you want to max your video-gameplay. If you are running windows 10 that's DX12. The NVidia Maxwell GPU architecture is DX12 ready. Microsoft has DX12 backwards compatible for NV cards going back to Fermi GPU. I don't know about older ATI cards but I understand the new ATI/AMD can run DX12 and there are new drivers out for them. If your games are on Steam, it is my understanding that Steam is DX9 optimized. So your DX9 games have a little life left but, a few of mine have become unplayable, so that clock is ticking.

I'm not looking at DX12, i asked about DX11. I personally run Windows 7 64-bit, and I don't really care if I have DX12, i want to know if the game needs DX11, so i can know if i can play game when it comes, or if i must wait till i get a better video card. I'm not looking to enthusiast grade, im looking to go vpd (value per dollar) grade. If you have recomendations, i can friend and PM you.

AFAIK Dishonored is DX11. It doesn't 'need DX11'.
The NV GTX750 and GTX750 Ti [Maxwell] are DX11.2, Open GL 4.4, and run about $150 dollars. I don't know what currency you use. Windows 7 has the DX11 API so on that front you should be o.k. with any DX11 card provided it has the performance to run the game smoothly on decent settings.

People who have upgraded to Windows 10 get the DX12 API and a performance boost due to DX12's fewer demand on hardware resources, and their DX11 cards will be fine for DX12 games.
