Honestly, I've never had the problem you describe.After you talk to the propaganda officer and enter Lord Regent's bedroom, you have a minute or so to clear the safe and make your escape BEFORE Burrows returns to his bedroom. Do not listen to his conversation with captain what's his face, because once he's done talking, he will return to his bedroom. Use that time to take whatever you need, including the rune. Once you've played the recording you took from the safe, go downstairs and watch him get arrested.
I looted the place afterwards, but you may just go back to meet with Sam if you go for sensitive achievements and don't want to push your luck.
Btw, during this test run of the mission I was finally able to listen to Burrows' confession. During my first run of the game, I played the audio but got an "empty" cut scene with no sound or subs. Which goes to show: glitches happen. I'll be damned if I know what caused the cut scene glitch, so good luck dealing with yours.
You're probably right. As they say in Russia, there's no such thing as a fool-proof plan, because
there's no plan a fool can't ruin by accident. When you have so many things that define the final
outcome and so many ways to complete a mission, you inevitably make more room for glitches
that would have been impossible in a linear game. And you can never know what you've done to
mess up a script.
It can be any number of things. I had guards literally freeze in the most awkward places making
it extremely hard for me to perform some task. Why? Because I'd interrupted a script that would
otherwise cause a guard to leave. Go figure.
If you go around to the far side and drop down from behind him. Go around him from his left side. You can go all the way around to his front before he triggers and makes his statement.
Same with if you rob him of his purse. Sometimes he will trigger and say something like, "I've been robbed! Me! Somebody robbed me!" Sometimes, not always and for me not frequently. I mostly get the silent treatment. :D
That was my initial assumption. Since then, I've replayed the mission, tested my theory, and
corrected my statement. I failed to reproduce the OP's glitch, but he or she could have done
some things differently, so it may be something else altogether.
