Just finshed a very hard high chaos run of Mostly Flesh and Steel.
Can confirm, you cannot use bone charms or upgrade ANY power.
*correction, bone charms are safe.
Also, you can get through most of the game without using blink. The only exception is that you do need blink to get up the water gate in the palace. Even there, you only need it once.
Edit: Corrected, you can use bone charms.
Not really, I was able to get it without dying once and without save cheesing.
It will really depend on how well you know the maps and how good your sword play is.
Your pistol will be your best friend. Use it to stun gaurds, find good bottle necks, and understand you are going to have to fight your way through a lot of the maps since you can't blink/time stop your way past areas.
Also, I would focus on upgrading one ranged weapon and your sword right out of the gate.
-Cross bow is quieter but only can stun one gaurd. Better if you're sword play is weak as you'll face less gaurds at a time
-Pistol is loud but can stun groups. Better if your sword play is strong as you can easily take on 5+ gaurds with a good pistol
You CAN use bone charms. You CAN pick up runes as well, just don't use them. I did a Clean hands, ghost, Mostly flesh and steel, all in the same playthrough. You just have to be patient.
Also I'm pretty sure there is a way to get up the waterlock without using blink.
Edit: reading around, seems they don't count. Must have been something else.
Care to elaborate? I was standing above the first set of pipes for maybe 10 mintues looking for a way. Couldn't see one.

I don't know the maps anywhere near as well as this guy and even he had to use blink once.
