how to open console

I need step by step on how to enable console without using a 3rd party program, I wanna open the console with the use of going through the game files and getting it myself, but I just don't know what to do since they changed the files and everything else is 2020 or below so its outdated since they changed/updated the files

add this to DefaultInput.ini, in the m_PCBindings binding section: .m_PCBindings=(Name="F1",Command="set Console ConsoleKey F1 | set PlayerController CheatClass class'DishonoredCheatManager' | EnableCheats"). Make sure to save the file, change properties from read only if necessary. F1 key will open the console. Every console commands is in the file DefaultDebugMenu.ini. It's the only way to disable the ridiculous chaos mechanics arkane put into place. Punishing the player for having fun
