"To unlock this achievement, Corvo Attano can only use the Blink power given to him before High Overseer Campbell by the Outsider. Upgrading Blink, or purchasing any other supernatural abilities with runes, will lock the achievement. Corvo may use bone charms as normal." - Dishonored Wiki[dishonored.wikia.com]
Btw, I wouldn't dismiss the value of Bone Charms so easily. They may not seem to be all that effective but, they can be quite useful, under certain circumstances. If I had to choose only one, it would be Void Channel.
I think OP meant that under the Powers tab, the active abilities in the top row are labelled Powers and the passive ones in the Bottom row are labelled Enhancements. Bad naming convention, IMO, as it can make some descriptions ambiguous.

So to be super clear OP, "Enchancements" as they appear under the Powers tab are also NOT allowed for the Mostly Flesh and Steel tab. As Cyberwiz says, Bone Charms are fine but if you spend even one rune on anything, the achieve is shot.
A full run focused on this achieve + Ghost + Clean Hands is reminiscent of the old Theif and Thief II days, and probably the best stealth action in a game since that franchice went to the dogs.
