Bunting's house key is given to the player if he/she rescues a civ in trouble with the Watch.
Good luck finding Bunting's safe code laying a box some place.
That's a preeetty good question! If there's no other place to get the code, then what happens if you go back to Slackjaw to make the deal for the Non-lethal solution, which is the ONLY way to get the non-lethal solution. I just went through a few iterations of this situation and the one I can reproduce the most is ...
- Before I talk to Slackjaw, I go to the Golden Cat/Silver Room and torture Bunting. He gives me the key to his apt but not the code to his safe. I don't give him the death jolt, and leave him there p'ing his pants, but still alive.
- I go to his apt and take out all four thugs and ransack the place. I find no notes or crates that reveal the code, so I leave.
- I bump into the thug that tells me Slackjaw want to talk. I talk to him for the first time here. He offers to take care of the Pendleton's if I get him the code. I can then go back to Bunting and jolt him once more and he gives me the code.
I *have* had the OP's situation, though it was quite a while back, where Bunting wouldn't give me the code and Slackjaw wouldn't talk to me at all. I was stuck. I do recall searching high and low for some clue to get the code but, never found one. Not in Bunting's apartment, anyway. :/

What I AM saying is, I got stuck in this situation where Bunting gave me the key to his apartment. Not the code to his safe. This is NOT a normal situation. I was looking for an alternate method of finding the code. So, THAT'S what I'm asking...(here comes the important part) --- Can the code be found on a note or a crate somewhere?
Thanks again for trying to help but, I'm WAY beyond what you're telling me. However, I'm beginning to think my question can't be answered.
I scanned through some of the sources I use and have found nothing more than you did. I fear you may not get an answer to your question. Unless margotbean can look in her copy of the Brady guide? [shines Bat Signal in the sky]
The Brady Guide says "Only the Art Dealer has the combination [to the safe]." So, there you go, no one else has it, and if you haven't visited Slackjaw, you're out of luck. So sorry! (Edit: Except you already visited several wiki sites, so you know all possible combinations anyway...)
As for the note, I think people are confusing the Art Dealer with Dr. Galvani. Their buildings are across the street from each other, both have a safe, and Slackjaw sends you into both. But only Dr. Galvani has a note with a hint about the safe combination.
As for the crates - it's funny, people playing the Talos Principle say the same thing. "There are numbers on the boxes/crates, do they mean anything?" In that case, apparently they are the stock resource numbers used by the Serious Engine. Maybe the Unreal Engine (which Dishonored uses) has the same kind of thing.
