while others are located in your game folder "Dishonored\Engine\Config".
TBH it's easier if you use Cheat Engine or if you don't know how to use it a trainer (possibly by MrAntiFun) for such things.
If you only want to be full with coin and/or be with runes there is a mod (modified savefile) on Nexus called something like New Game +.
Been looking about in the ini files but i havent had any luck.

I also suggest starting the game with the NG+ save to go alongside with those "cheat tweaks".
Do those values get set back to the 10 (limit) when you enter a new area?
I meant to do it via CheatEngine, get 10 potions and scan for number 10.
Use one, next scan should be 9, use another one and scan 8 and so on until you only have one or two values left.
Side not: seems like loading a save resets them back to 10
