Hatter Mechanic's Draper Ward Apartment

Can anybody explain to me where the hell it is? I've read two people say it's to the left of where you start the mission on the second floor, but when I blink up there the only door on that floor is barricaded shut with one of those red mechanical things.

It is on the middle right, the same building where the granny recipe is if I remember correctly.
