How do I get to this key in Dunwall Tower?

I can see a key through the floor/wall in the first part of Dunwall Tower, but I can't find a way to get to the room its hidden in.

If I recall the image was in the DT waterlock to the right side of the WoL (at least by the cabling seen with dark vision). As far as I know that key isn't in a room but beside the whale oil tank for the WoL it's built into the outside of that wall which I normally get to via a blink from the balcony a bit back from where you are standing in the image. I'm not sure the key is needed to open the tank though (it's been a while since I actually disabled the WoL).
