It may also be worth trying to get in touch with Steam Support so that they can either fix or clarify the issue.
It is very likely then that you bought the games for a different region than the one you are in.
For example, Dishonored has RHCP and ROW variations of the game. RHCP is only Russian, Czech, Hungarian, Polish whereas ROW is the rest of the world. Although I am pretty sure that the RHCP version doesn't have English support and your Steam profile says you're in Lincolnshire so I don't know how that might have happened.
Again, it would probably be worth contacting Steam support about both games.
So I've done a little bit more searching and it seems English is available in the RHCP version of the game as well so I think this is the most likely answer.
The game in your Steam library is the RHCP version but you can't leave a review as the one in the Steam store for the region you currently live in is the ROW version and seen by Steam as being a different game.
