At a previous low chaos run, there were only normal people at the end
Your WEAPONS were taken from you, but you still have your powers. Your powers are only useless in deep water or if there's a music box Overseer nearby. No music box Overseers in that level, so you can blink to your gear, collect it, and blink out of danger easily. Another thing to remember is that weepers can still hear stuff, so throw a brick away from where you want to go, and it'll distract the weepers. That gives you enough time to reach your gear.
You should try leaving it behind in one of your playthroughs. You don't need it. You can easily finish the game without it, even on very hard. Especially on pacifist runs. Otherwise just pick up a sword along the way. The Officer swords look nice.
But that's me. I like minimalist runs.
