Bolt capacity upgrade is broken
Does this work for anyone else? Because I've take the first and second upgrade and can still only carry 10 sleep darts.

No, it isn't. You have misunderstood what it does:
Crossbow bolt
Sleep dart
bolt capacity

In other words it does what it says it only increases bolt capacity

Well, tbh you don't even really need more than that. Pacifying with choke hold is a thing, and sleep darts are only really needed for Wolfhounds. Is your goal to make every enemy in the game unconscious or something? 10 is more than enough, I prefer how the count is reduced in later games, to actually encourage you to be wiser about how you use them.

The non-lethal takedown is incredibly unreliable, at least on hard difficulty. Supposedly they are more perceptive. About 1 out of 5 times I would inexplicably perform a block behind an enemy. (For some ungodly reason, block and choke are bound to the same button.)

I find myself spamming teleportation or sprinting right past them. I mean you can't even hide in shadows. Quicker and easier to cheese the game. Feels like the stealth-aspects were tacked on after the fact.

It's not down to chance, you have to wait for the prompt, you're pressing the button too quickly. Regardless of difficulty as long as you are not in the line of sight of or ridiculously close to other enemies, they can't notice. It's likely you are bumping into enemies due to blocking instead of choking, or you are not crouched, so your footsteps aren't silenced. I went through the whole game without even using sleep darts, except on that silly Granny Rages side mission (Gentlemen Callers - awful for anyone going for Ghost).

Yeah, it's possible. Also, it just occurred to me maybe the devs limited the dart amount because they knew it was too easy to exploit, especially with that instantaneous knock-out upgrade.

Still, I don't see a way to get through the brothel on hard setting without resorting to blasting suckers with grenades. There's like fifteen guys inside there: a bunch with overlapping patrol routes, and then four or five more that are waiting out of sight to come running at an alarm. It's ridiculous.

Could always abuse Bend Time, it's such a hard-carry for doing Ghost. The brothel is definitely on the side of being least fun.

I can't remember if I ghosted it, but it is definitely possible to do the brothel with stealth.

As Renfrew said, you have to hold the button until the circle fills, to complete the choking. I have (almost) never failed, unless I stop pressing it too soon.

I never had a problem with the circle filling. It was always the block-choke issue. But as Renfrew notes, it could well be a matter of me just not tapping the stealth crouch mode.

I've wondered whether this game is like original Deus Ex, because that game was anal retentive when it came to being at exactly the right spot behind an enemy's back and hitting them in precisely right spot to do a baton takedown. Can't say I ever mastered that game's non-lethal combat either.
