You were the Royal Protector, not an assassin before everything starts going wrong.
Also, he doesn't complain if you have a low chaos ending. On the contrary, he praises you for everything you have done. Either you played high chaos or you somehow got the ending through a bug.
I killed almost no one and had low choas.
Non lethal every target
As far as I know this is the only way the game expresses a Low, "Moderate," and High Chaos in its responses to the player. OP, what happened during your ending? You should have gotten the darker High Chaos ending. If you got the Low Chaos ending then it sounds like a bug
Emily was sassy when I rescued her, and said she'd make them all pay for what they did. But the ending narrator said she tried to be fair.
I guess I landed somewhere in the middle on all of it? Oh well!
I got that too when I did a High Chaos run. I only killed Guards, Assassins, and Overseers in the area that the target, or targets, were located. Civilians and Slackjaw's thugs were safe from my wrath.
