Over on the Nexus there are a few Skyrim mods that turn skyrim into the void or whatever, and there are some craptastic save files for dishonored that emulate a NG+ experience? The only other one they have is Sweetfx visuals.
The game itself doesn't really lend to modding. What specifically would you really need to do that wouldn't instantly imbalance the game in your favor?
The only things that come close are trainers which allow you to alter the game's settings beyond the in game menus. I don't use them so don't know of any good ones, just that they exist.

I checked the link and the mods seem interesting to me but there are no videos or tutorials that I can find to properly install and use them

I think if .cfg files you just need Notepad or a similar program, and the values are fairly self-explanatory.
The Nexus sites are good resource for mods in general- sadly some less moddable games don't get as much attention. There's a lot you could do with modding Dishonored and I hope the community sees this.
reshade (a newer form of sweetfx that allows immediate editing) etc.....
But once someone gets it working, it could work wonders.
