Options.sav is mostly for settings you normally apply in the game menu, the various .ini files are for everything else.
I don't get why you wouldn't just go to both paths to find out where you do whatever you want to do, it's not exactly rocket science.. Seems like a waste of time to ask here.

I'm not bothered by your question, I'm telling you that you should be. Ask the right questions, get the right answers. Ask stupid questions, and you're gonna get sassy answers that may or may not miss the point of what you wanted to learn about.
I'd suggest trying to find the option/setting that you're looking for in one of them and then trying the other if you can't find it. (Remember that Ctrl+F is definitely your friend)
I was confused, because it is the first time a config file has an ending of a savegame.
