I do choose to believe that many of the whales we see have different numbers, or are random whales, but... since there aren't other numbers, and a lot of other things also indicate that (like crate numbers and signage, all those things which would be different in real life, just can't be done in a game with such ease) it's just texture limitations.
It specifically also appears in Dishonored 2, drifting past the entrance to the Tutorial section, on a whaling ship all trussed up and ready to be squeezed. ... :(
It may also be a brand, (in paint) like you'd put on cattle. That whales may be hunted by specific outfits and that one just... is most successful.
