Report a translation problem
There are 2 important characters you can save there: Martin Teague (the guy in chains to which the other Overseer -Jasper- talks to) and Geoff Curnow (the uncle of Callista) which is the one that is supposed to drink wine with Campbell).

There is never "the only way". There are as demonstrated above, at least 5 or 6 different methods to go about this mission, some losing him, some saving him. If you don't kill Campbell in the meeting room yes you can follow them into his private chamber below, but that takes a lot more effort and patience. I usually just switch the poisons and knock curnow out, bring him to the dumpster.
If you spill the glasses and wait to hear the bells toll, you can start right then to make your way down to Campbell's secret chamber before they even enter the meeting room. Once they reach the chamber, you can distract them so Curnow sees Campbell about to stab him. A fight ensues and, Curnow will usually kill Campbell (about 80% of the time, so quicksave before hand).
One of the cool things about this is, if Campbell survives the mission, he'll be seen later in the bottom of the Greave's Refinery, as a weeper. If you kill him, there will be four weepers down there.
Is the dumpster part required? Because I wasn't aware of that on my first playthrough.
Is there an in-story reason behind it? Do the Overseers kill him if you don't hide him? Or is it just for gameplay reasons?
