If you mean where you encounter Granny Rags and Slackjaw down in the sewer but Slackjaw is alive, if I have it right all you have to do is do some quests for both of them (poison the distillery for Granny, find Slackjaws missing guy) or possibly just do Grannys quests, but keep your Chaos level as low as possible.
I remember having 2 encounters with Granny and Slackjaw in the sewers. In my High Chaos run, Slackjaw was already skinned alive. In my Low Chaos run, Granny had him trapped in chains and he was screaming for help.
That should do the trick for you. If it works, you're welcome.
To get the Granny/Slackjaw confrontation in mission 7, you don't have to complete any of the Granny or Slackjaw side quests, in mission 2. All you need to do is simply talk with Granny. That alone will trigger the confrontation later on in the Flooded District.
Finding Slackjaw already dead is not necessarily a result of high chaos. He can be dead, even in a low chaos run. It depends soley on Slackjaw being killed in the House of Pleasure mission, which you must have done during your high chaos playthrough.

Im pretty certain I didn't kill Slackjaw in my High Chaos run. I remember down in the sewers there being one of Slackjaws thugs and he mentioned Slackjhaw leading his crew down into the sewers to bust whatever attacked them in the Distillery. Im certain I had that encounter with said thug in both runs, High and Low Chaos.
I don't really know to be honest. I figured Slackjaws death in my High Chaos run was just another result of my Chaos rating since I know alot of things in this game do seem to depend on player actions. I discovered for example when doing a low chaos run that if [spoilers] Piero and Sokolov are killed during the loyalists mission, it will show a lab/workshop in disuse. [/spoilers]
I also found that if, in a low chaos run, [spoilers] Samuel is killed in the last mission as he sails his boat away, a moment in the void will appear as the Outside discusses the end result of Corvo's work, Corvo will be shown standing over Samuel's grave, presumably paying his last respects. Either way, I figured cause of moments like that, its one of the reasons determining Slackjaws fate with Granny in the sewers. Whether he is found alive or dead. I haven't done too many runs of this game (3 at most at this point) so I can't be sure of exactly how much is dependant on player Chaos and how much can still be determined by the player solely without Chaos also being an involvement. Still found alot of other fascinating things during my few runs.
