What's with the Sewer Rats in the Dishonored series?

What do you mean? Is there a difference between sewer rats and other rats in the game?

I mean the first time we see them is watching them from below swarming some prison guards and eating them alive.

I mean the first time we see them is watching them from below swarming some prison guards and eating them alive.
It's obviously to both provide a grim theme to the Dishonored world and also show you what a threat rats can be. With that said, later when you get the Rat Swarm power, you'll know what to do.

They will attack you but you can easily use your sword to thin the pack until they run off or cease attacking you. Honestly, the best things to use my be the Springrazor or Windblast. The latter will tear usually the whole pack apart. The former is better for the beginning few missions where you won't have other useful powers. For example, in Doctor Galvanni's house, there is a pantry with a table in front of a locked door and a swarm/pack of rats inside. If you stand on the table and open the door, the rats will usually spill out. Place two or three spring razors on the ground just inside the door (while still on the table) and set them off by striking them with your sword. Should deal with the rats.

Sounds like you're really new to the universe and have literally just started the game itself. The rat's are an integral part of the entire first game. They are very dangerous they're basically like pirahana and will disintergrate you in large swarms. Best way to kill them is to have them chase you and jump onto something then hack down at them or simply throw a body for them to eat then hack again. You can fight them alone in the open and survive but will lose most of your health. A pistol shot will also scatter them if you prefer.

True. And when he's says "an integral part", well, definitely. That's why they call it the Rat Plague as well. Although, if there's any correlation to the real-life Black Plague, it's probably fleas again.
