Report a translation problem
The non-lethal (sleep dart) solution would seem to me to be the way Corvo would handle Lord Shaw. Even though Corvo is tasked with "assassinating" targets, we all know there are alternate solutions the "Lord Protector" would choose to implement, rather than use lethal means. It satisfies the terms of Pendleton's request and nets us the reward but, is it canon? Good question. The answer seems to rest with how Corvo canonically dealt with other targets.

I have been playing the game in a couple of different ways and basically Pendleton either:-
1. Thanks you for upholding his honour and acts as though you killed Lord Shaw regardless of whether you knocked him out or not.
2. Gets pissy with you for not delivering the letter and leaving Lord Shaw alive
And seeing as though Corvo has no idea what the letter is even about it's unlikely that he wouldn't deliver it. So it seems to me that killing Shaw is canonical.
Three reasons why Pendleton should be trusted, from Corvo's point of view. First reason: Neutralizing Pendleton's older brothers is absolutely CRUCIAL to getting Lady Emily back on the throne, as they're allied with the Lord Regent and control a block of Parliament votes big enough to disavow Lady Emily's status as the heir to Empress Jessamine. It doesn't matter if Lady Emily is freed as long as they're still alive, as they can prevent her from taking the throne.
Second reason: This is an honor thing. If Corvo doesn't do Pendleton this favor, the other nobles at the party will think that Pendleton is a coward and that Lord Shaw is in the right. Say goodbye to Pendleton's control over the voting block he gained when his brothers died. As long as Pendleton or his representative meets Lord Shaw's challenge, Pendleton's honor is maintained.
Last reason: Hindsight's 20/20. At this point, Admiral Havelock and Lord Pendleton are still focused on removing the Lord Regent from power. The question of "What then" and what to do once Lady Emily Kaldwin becomes EMPRESS Emily Kaldwin hasn't even entered their minds yet. Even if it has, Corvo doesn't know it yet, because they're keeping it hidden.
