You're on high chaos then, they fight only when you've got high.
On low chaos, Martin and Treavor ... are a little different.
All of these people are full on despicable, really.

The non-lethal Pendleton twins: they're shaved bald, their tongues cut out, and they're sent to work in their own mines (... I would love to have seen them shambling around in d2, honestly).
The non-lethal High Overseer: you freaking *brand his face* with the heretic's mark, and when you see him again it's down in the Whalers territory at the bottom of the same pit your weapons are stored in.... As a Weeper.
So yeah, what happens with the main targets in their non-lethal situations is just as horrifying, you just don't actually KILL them.
Haha point well taken. I did the non-lethals except for High Overseer, whom I noobed out on and killed thinking he was a run of the mill overseer.
I was just curious about the Pendleton/Martin thing, but I can just play through again doing non-lethals and ghost, as I plan to =)
The "Branding" method is the most well known but alternatively, you can get Curnow to kill Campbell for you. The advantages of having Curnow kill him is that Curnow will always walk out calmly to safety (and you get Calista's reward). The drawback is, Campbell won't show up as a weeper later on and, he'll be replaced by three weepers (low chaos).
There are of course, risks with both methods. The Branding requires you to render him unconscious and then carry him to the Branding chair, without being detected. It's very easy to be seen and have an alarm sounded, even after you finished branding him.
And the risk with the method where you get Curnow to kill Campbell is, there's about a 10% chance Campbell will kill Curnow, so quick-save before you try it.
Oh, and just for the fun of it, there's a way to deal with Campbell where you "Switch the glasses" to poison him, Curnow is saved and you won't be charged with a kill for having poisoned Campbell. It's simple really. Enter the Meeting room and "Switch the glasses". Now, wait under the table until Campbell and Curnow enter the room, As they go by the end of the table, pick Campbell's pocket for the Blackmail Journal. Then, just leave the room through an outside window, without being seen and quickly but quitely, make your way around the outside of the building to the door to the Back Yard. Once you get through the door, you'll see the objective messages pop up that Campbell was assassinated and Curnow was saved. Provided you haven't killed anyone else, your end of mission stats will show zero kills for the mission.
Obviously, this method is an exploit but, it shaves minutes off the time it would take to do the mission any other way, and it even allows for Clean Hands. I know it does cuz I've tested it.
