Alternatively you can modify the weapon and ammo damage but again, changes are global. Also you'd have to edit far more weapons and ammo to account for all the different loadouts NPCs can have.
For a pure godmode, try looking for actor.ltx and changing the health regen or damage resistance coefficients to absurdly high levels.
The reason I said you have to be savvy, is that you need to know the right folder pathing and create your own files (some can be found and downloaded online, such as actor.ltx)
If someone wants to have fun being immortal, and they're also not affecting other's experiences, no reason to not let them.
