Why can't I tell Ashley to wait?

I find this system fine, I always just make her follow me and make sure shes never in front of me.

I have more trouble with her AI constantly ducking at every single sign of danger. We are getting swarmed and that clown doesnt move.. she just sits there taking a huge dump.
