Though I actually prefer the starter pistol with its exclusive upgrade as it makes it almost as good as the Red 9 while taking up far less inventory space.
Blacktail has better damage but also a small magazine. I prefer having extra shots over the fairly decent damage difference.

The Punisher is great in this game. Personally I didnt like it in the original, but since the laser sight isn't standard anymore on all guns, the punisher gets the edge over the Red9.
It may not be one of the hard-hitters, but once you get the laser sight, you'll always give out full focused shots. And therefore better crit chance. (Yes, the starter gun is better in that field)
And asides from that, the punishers penetration capabilty is not only good against (wooden) shields and lined up enemies, its also great against enemies, that are taken over by the third plaga types, since body shots will hit the ganado and the plaga.
I thought not. It's not a story the regular players would tell you. It's a Deluxe Edition legend.
S9 was a weapon so powerful, it was made a DLC. Laser sight, superior DPS and capacity, and an increased critical chance. Unparalleled performance neglected due to it's seemingly small base power. Ironic. It could trivialize the game for anyone, but it remains forgotten in pistol circlejerks.
When people say Punisher lacks damage, it means they're using the gun like they would any other handgun instead of lining enemies up. It's the same as if you'd take a sniper rifle and complain about lacking ammo because you never go for headshots.
There is no falloff damage on penetration, so one shot going through 2 enemies is twice the damage.

This conclude my run with Punisher as handgun choice on new game pro.
Punisher definitely change how I approach each encounter than the average handgun method. Its a powerful mid range, choke point / corridor control tool than actually a weapon. When lots of ganado managed to close up, that's when a wide-shot shotgun does the job, send every ganado flying and you will back off to mid range, which is the ideal range that Punisher excel at. Much like the attache mines of Bolt Thrower, it require you to assess each encounter, the environment, before you devise a plan on how to optimize the gun.
In short : Punisher is a newbie trap. Its a professional class utility tool. Stick with Red9 if you are not familiar with the game inside out yet.

Due to low damage of Punisher, its advised to learn how to save up ammo in 1vs1 situation using the knife insta kill strategy.
