Long story short - you cannot. The pistol does not have enough range for its bullets to reach the bell.
The reason pistols can't hit the bell is because in RE4 Remake, if you shoot at anything that is over the effective range of the weapon, the bullet just disappears from the world. There is no bullet dropoff, wind or anything. It just disappears.
You can mod the starting pistol to give it the same range as the sniper rifle, and it will indeed hit the bell on a first playthrough. But in the vanilla game, no way.
