Report a translation problem
I agree that GFWL is a pain. I went thought something similar with Fallout 3 GOTY a while back, but eventually got it to work.
But I've paid for the PC, DVD version thinking I could get that to work.
Others have mentioned the developer will give a Steam Key if they can verify the purchase.
I would love to do that, if someone could tell me how.

So you just send them your original 2009 copy's key and they'll give you a Steam Edition key?
When I sent the e-mail the reply asked me to provide the following:
Tell the exact name, version, and edition of the game.
Send a copy of the receipt/confirmation email or proof of purchase.
Provide a picture of the physical copy of the game if there is one.
Also send the key, obviously.
Either the previous posters weren't asked this, or they neglected to mention it. In case anyone else shows up in this topic with the same problem (Like myself) they'll need this information.
Thankfully I was able to find my receipt. I actually bought Modern Warfare 2 at a Best Buy but it didn't work so I exchanged it for RF:G.
