A. Since you are using a custom map, you could just turn randomized positions off and then change the resources player-0 starts with from the player menu in galaxy forge.

B. Try the "Sins of a Solar Empire Rebellion Dev.exe" in your install directory. Start a game, hit (ctrl + shift + . ) at once to bring up the command menu. Hit the letter a to go to change galaxy, then a again to start quick mode, which will do many things including give you near infinite resources.

What? How? The dev.exe how do I do it? Is it a downloadable program that I can just copy paste?

dev.exe is another executable which comes with the game and is aprt of the game files.

It starts the Debug or "Dev" version of the game, which has additional commands to allow you to spawn units, give ressources and other things one might need when debugging the game.
