Does this game pause?
I suck at RTS games. I like TBS games because I can take my time and go slow. Some RTS games I like because you can pause them, issue orders and then continue.

Does SoaSE:Rebellion pause and can you issue orders while the game is paused?

Yes and yes. You can also speed the game up if it's too slow.

Actually, during single-player I frequently pause to issue orders, particularly at the start of the game. However, purchasing or selling on the black market will not be visible in your resource tabs until after you unpause.

Generally speaking Sins isn't fast-paced enough to worry about having to pause, unlike Wargame for example. You'll find yourself accelerating time more than pausing it, unless you're the type to initiate 5 different fleet-on-fleet battles on opposing sides of star systems at the same time. ;)

Yes, & you can customize the pause keybind.

I agree with OP, but as others have said, generally this game moves slow enough you have plenty of time to react to all but Noobsbane's Ender type conflicts.

Yes as everyone has said, the only thing is if you try to pause the game in multiplayer other players can undo your pause, and you get a limited number of pauses per game. But for single player you can pause as often as you like to give orders if you're getting overwelhmed.

Thank you everyone, I think I will pick up this game on my next pay. Greatly appreciated.
