Artificial Unitelligence mod.
If all you want is AI changes, I think its your only option. Many mods try to adjust the AI, but that's not their main focus.
Most of the AI code is not available to modders, so we are very limited in what we can do with it. And some of what we do are little hacks and tricks to try and kick it in the right direction. :p In that sense Unintelligence is not a bad name, since sadly we cannot modify the core behavior routines to really make it seem smarter.
Miscellaneous stuff: I called the efforts Artificial Unintelligence as a joke, but since I've been working on more substantial AI efforts that are also called Artificial Unintelligence, it serves a second purpose of keeping me humble. Regarding difficulty levels, I'd rarely recommend going above Hard difficulty, mainly because the game turns into a slog at that point; instead, I'd recommend you read the second part of the Artificial Unintelligence post, which explains some of the AI's natural (in)competencies and can help you create game setups that are naturally more difficult without having to rely on bonus resources for AI players. I'd also recommend you link to the newer thread[forums.sinsofasolarempire.com]; it's empty, but the post is updated with a version of the mod that works for the v1.83 opt-in patch.
