Select all the units you want in there.

Bottom right pannel on your screen.

Fleet orders button>create fleet

Can also set there engagement range there with the left button :)

Other things to note....

Ships built at the system your fleet is in will auto join that fleet as they leave the shipyard.

Ships that enter that system and dont have there own fleet assigned will also auto join that fleet.

What is the benefit of the fleet? When i tried it out, it only made my ships less responsive to micro orders, clustering them into smaller groups and making them more vulnerable to aoe damage.
Id say the advantages are things like quick selection of units, formations (when you group units of a type) and keep your carriers back near the jump in point while your main ships go in, also the default fleet formation with mixed units keeps your missile boats at the back and frigates up front. You can set them to all jump together so your not getting a staggered arrival at the enemy planet.

ou can also tell them to hold position near your planetary defences. For the clustering thing try setting the "fleet cohesion" to loose, should spread them out a bit more :)
