1: Are you running any mods?
2: Have you ensured the game is updated to the latest version? (I have most often seen your issue happening when game versions between connected game clients don't match)
3: Have you ensured you're not running any optional beta versions of the game by accident which you would find in the game properties in steam?
4: When you tested using another computer, does the other computer play online with no issues or does it have the same issues as the main computer you started this thread about? IE, I understand you have the issue when another computer and your initial computer when you try to game together, but does the other computer have issues with the ICO multiplayer too (in other words, connecting to someone else's computer over the internet), or is it just the main computer with that issue?
5: What do you mean by "alloy". Do you mean "allow" and what are you referring to. You're firewall? If so, what firewall do you use?
6: Have you tried reinstalling the game or verifying the game files?

Edit: Alloy is a feature in sins rebellion when hosting. You can see it when trying to test if you can host games. Also tried with AV and Firewall disabled.
I doubt your problem would be firewall related, because firewalls only tend cause problems for connecting in general. If you're already able to connect, then that would indicate the firewall is not the issue.... Unless your firewall is trying to run the game in a sandbox mode (if your firewall even has that feature. Some do). I have no idea what kind of effects sandboxing would have on Sins.
It seems a bit weird that you can join games and play those games no problem, but can't host them without desyncs. I doubt it would be general system performance issue. I wonder if it could be a network related issue. Maybe even bandwidth or latency related. Out of curiosity, are the computers your trying to use for hosting matches connected to your network using a wireless connection or are they wired? If your computers are wireless, it would be a good idea to try connecting them to the router via an ethernet cable to test to see if the issue persists when using a wired connection.
When you get the error, how long does it take before it desyncs. Is it right as the match starts or do you at least get a few minutes (between 5 and 10 minutes) of play before it desyncs?
One thing you could check in game is in the menu while in a match. If you go to the network section, you should be able to see your ping. Have a look at that and see if there's anything unusual. Generally, 70 and below is considered really good. Up to about 100-120 is not good but generally acceptable. Over 150-170 and that could be a sign of connection issues which could cause desyncs. Just bear in mind that these numbers are averages. If you see a single spike of 2000+ ignore it. That usually happens in Sins when someone is loading in to the match. So if you have a fast loading computer, don't be surprised when other people's pings spike momentarily as they load in. Obviously if you are the one hosting the match, then you should be looking at everyone else's ping and not yours. Because you are hosting, your ping will be tiny. So you need to see what other peoples pings are. If there are a mix of pings where some are good, some are normal and one or two are not so great, that's normal and should point towards your network being ok. If everyone has a really bad ping constantly, that would point to problem with your network connection, not theirs.
Hopefully this gives you a couple avenues to explore.
I reinstalled the game.
Got the latest version and no mods and still when i try multi player it keeps saying old version detected and kickes me back to main menu.

Next, go to your games library, right-click on Sins of a Solar Empire Rebellion and left-click "Properties". Select the "Betas" tab and make sure that "NONE - Opt out of all beta programs" is selected.
And finally, go to the "Local Files" tab and click "Verify Integrity of Game Files" and go through the process.
Hopefully between these three things, it should fix your problem, because I don't know of any other areas of the game's settings that can cause mismatches. Unless your running a version of the game from a different launcher like GOG.
When I host a game on my or my fiancees computer (internet or lan) or lets us setup lobby and begin game. Once it loads it only lets us play for about 10 seconds before we get the sync error I mentioned above. Considering this is happening over lan is more concerning for me, as I want to get my fiancee into the game but it wont let either of us even after having everything matching and correct, with or without mods. What's odder is what you pointed out, I can play any internet game fine if I join. Another instance, my friend in Virginia is able to host games for me and him, but if I try it desyncs. So I have no idea what the hell is happening. It should not desync because we match. He or others can host and I can play fine, but I host with that same friend and desync. Its beyond frustrating. I work in IT fixing computers all day for a living, and when I get off work I am usually burnt out, but I have tried even on days off and tried everything I could look up or think of with no issue. Also to point out, been having this same issue for years. Years ago on a Linksys router, now on a Netgear Nighthawk gaming router... but it shouldnt' be happening because I can join them. Endless headache loop.
Edit: Again, its even more problematic because of this happening even during a Local Area Network game. Honestly I would settle to at least get that working so I can play with my fiancee just me and her. I am at a loss.
