I don't get why you would do that for an RTS made with mouse and keyboard on mind, but you could use Xpadder.

And you will be waiting forever, its an pc rts game, there has never been any intention to give it controller support.

A cool feature would be if Sins detects a controller plugged in,
all your ships lose their thruster ability and crash into each other.
