Command-line options like this are specific for each game. I just added this one to Infested Planet so that there's an easy way to activate testing mode when I'm working.
It's the key to the left of 1 and above Tab. :)
Other countries sometimes have a different layout. German layout f.e. also provides äöüß, which you cannot find on US keyboards. According to this other keys are switched, Tilde is Alt GR + ~, but you cannot trigger the cheat menu with that combination ingame. Its a common problem, most games offer to rebind the key which solves it easily.
To solve this here one has to install a second language (f.e. english (US)) in windows, Now on the taskbar a menu is available to switch the keyboard layout. Switching to the new layout while playing allows now to use the key you mentioned to open the cheat menu ;)
