Works just fine without any compatibility in dx11 by default mode.

Maybe drivers matter!?? I'm using 436.30
On Windows 10 with RTX 20XX, just run a sfc /scannow in the Windows Powershell to fixed & repaired the System files.
It's also a problem in L.A. Noire; only DX9 works. Haven't tested it nor MP3 yet but I expect performance problems in both games...
This! had the issue with Windows 10 - RTX 3060 + DX11 in 5.1-surround. When using DirectX 10.1 and stereo, there weren't any issues. After the scan - run powershell as admin - it works fine in surround and DX11 in the cutscenes, but not everytime. Reason unknown. But better 80 % than 0 :) thanks.
