This is just a guess, but possibly your character doesn't have the right culture?
Does your CHARACTER have the Vlach culture? If not, you won't be able to create the kingdom.
Yep, that is for ruler culture. I think you can switch your ruler culture to culture of your capital in intrigue screen - so if you move capital to vlach county you can become vlach and create this kingdom
Thank you for the advice, for now he is Hungarian and the Capital in Nyitria.
Although, I do have to ask; are you just creating Wallachia in order to make the Carpathian Empire? If so, you could just conquer another Kingdom; while you have to hold two King titles to create the Empire, the game doesn't care which.
My character didnt have the Vlach culture but the Magyar one. I just chose the ''create Hungary'' in the intrigue category and now my King is Hungarian. I still can't do my Kingdom of Wallachia to create the Carpartian Empire. Do i have to anhilate Bulgaria ? And... i transfered my capital to ''Severin'' which have the Vlach Culture... But still, nobody in the world is Vlach for now. And... i can't raise my kids with a Vlach tutor, so my kids will be Hungarian too..
And i don't understand why, because i control all the territories ( when i select the De Jure Empires ) i have control on all these territories... :S
PS to Pyromancer : I switched the capital and i have nothing in my intrigue screen to switch to Vlach culture. I'm still Hungarian and stuck to create the Kingdom Of Wallachia, which is blocking me for the Carpatian Empire.
You'll have to have your heir educated by someone of Vlach culture and hope he culture switches. If the guardian has diligent and gregarious there's a higher chance of him passing his culture on to his ward.
Is there a year of the start of the Vlach culture. Because we're around 980, and there's no nobles, neither lowborn of Vlach culture, Only on the status of Severin and another Bulgarian province.

Your kingdom title doesnt matter. You could be king of Arabia and ireland and that would satisfy the two kingdoms requirement. But if your absolutely SET on having Wallachia then open up your console with the ~ key and type culture romanian
You don't have to have Wallachia to make the empire, just the provinces in it; if you usurp Bulgaria's throne, that satisfies the "two kingdoms" requirement. It's the easiest way to get the Carpathian Empire through your first ruler.
Ok, i understand, so i have to crush the Bulgarian King.
I just took two screenshots, if you want to understand what i really mean.
I think I get your propblem; I had it, too, the first time I played as Hungary. Becoming Bulgarian king *did* fix it, right?
