I don't follow your logic - why would that mean it's not a bug?

That must be a kind of labell, which should be replace by more understable text in the user's language.

anyway, the people you want to fight seems to be "immune", like for example vassals wich gave you an ultimatum and you say no, and you can not attempt anything against him untill he declares war. Try again to declare war 20 days later. If you still can't, that must be something else..
