The pope just became an emperor?

So I was minding my own business in the Grand Principality of Sweden subjugating pagans when I notice that the pope became the emperor of Italy.
How did that even happen? I thought that the empire of Italy needed the kingdoms of Italy and Sicily plus another one, but apparently the Pope can just ignore that.

Also how do I fix this with console commands? It irks me that the pope isn't under HRE like it should.

never knew the pope got war hungry in ck2 but they did in EU4. I did in one game made the pope emperior of the HRE for kicks ie took over the land and gave it all to the pope.
