Creating Kingdom of Saxony?
Hi there, i'm playing as emperor (started in ireland and conquered a nice bit of the map so far) and i was able to create/usurp a bunch of Kingdoms, but for some reason i cannot create the Kingdom of saxony because of my culture (which is Irish whyle the title requires Saxon culture to be created),

is this a title specific condition? I was able to form/usurp scottland/england/france/germany etc... with no culture problem)

It's one of the few instances that still have a special creation condition. Historically Saxony was integrated as a duchy into the kingdom of Germany. In earlier versions of CK2 lots of titles had such conditions but they were removed some time ago.
