What's the cheapest way to buy all the DLC without the base game?

aside from last couple of DLC which will take time or depends on how much profit they made.
(then paradox dumps it on sale for everybody who didn´t get it)

Is ask for sales repeatly lol. anyway check known websites, check there websites.
always some sale or complete package with base game (for really cheap then just buying dlcs)
infact certain period at humble bundle was available for 1-10$

so always check where it is the cheapest. for those who are not money desperate or greedy.
We pay the full price so they can brag about it lol. them not even realising without us the product would be dead.

But currently yes the total product is way too expensive for new people to get in.
So watch sales and try the base games, forget about cosmetic features and songs etc.

Ruler Creator is awesome though :P (I can´t play games without creating my own ruler)

For recent DLC check out Green Man Gaming, they usually display discount codes on their index page so you can buy a brand new DLC with a 20% discount.
