Report a translation problem
As the first reponse already implies,there are no console commands when playing in ironman mode and you can't not play in ironman and then load into a save and turn that back into an ironman file for achievments again.
You can play as him through normal means.
(!!!! PS: FOREGT THAT . NOT POSSIBLE IN IRONMAN for achievements.
I have no idea why i had ignored that at the point of writing)
Hold a city yourself, invite him, grant him the city, now you either
a) marry him to someone and hope they produce a son, then grant that son a county, so you can load into agame as that son...
or
b) revoke the city, invite him again if he left to for another realm, then once in your court or realm grant him a county and voila you can load as him.
Not even some cheatengine or third party can help?

I usually don't use weird unknown potential troyan/virus packed cheattools that hack exes. Can be fine, but can also not be. I'm surely the wrong to ask for that.
Why would you though ?
You don't even need it for an achievement.
PS:I realised that in my earlier post i apparently ignored you mentioning ironman and achievementsoroyu hadn#tmentioned zthis before editing your post. Either way, not possible without hacking, as far as i recall.
That said, I don't recall ever testing if its possible to unironman and reironman and still get achievements by also readding the specific lines near the bottom of a save file before repacking it.
I have been playing all my games recently with Ironman mode so Im getting a lot achievements organically. Im only commiting to one playthrough at a time. Also, Im getting near the end of my Indo-Norse run and I got a lot achievements, from "Legacy of the Indo-Norse", "Zero-to-Hero", "My very own subcontinent" and in the process to get "Red-Sea resort" by playing normally and commiting to my character's RP.
I like the Merovingian dynasty and Im a big fan of alt-history, so its just fun to me to put their dynasty and "save" their place as the Rex Francorum. If I can have in the process the "Seven Centuries" achievement or forming the HRE one, it can be nice. But tbh, the idea of this playthrough is more appealing than getting these. I have a general idea of where the story of my dynasty goes, and I just want to do a nice AAR afterward (which I intend to do on my Indo-Norse run too).

Just to be clear, you can be cheaty without getting achievements on an ironman save file, by temporarily turning it into a normal save file and then after cheating turning it back into an ironman save file, but again not for achievements, by what i know.
For the AAR you can, as you mentioned, put the last merovingian on the Francia throne through a faction and watch how that goes for him. Makes for a nice sidestory in an AAR, i suppose.
I'll think I'll do that, make a custom character and do a side story to put Theodoric on the throne instead of Charlie.
I also thoight of playing the Count of Rouen and have his dynasty as loyal vassals of the Merovingian (getting like the "White Knight" nickname) and be eternally a number two under the Rex Francorum.
I actually tried that as Robert Capet under the Karlings but Charlie revoked my duchies despite the fact we were brother in arms and drinking buddies in his courousing. Its very frustrating to be number 2 under the AI.
I can also try to spin the story of a Cadet House of the Merovingian too who eventually takes the throne (like how the Capet did historically against the Karlings), I'll have to do some research on irl history and in-game too.

The best plan only lasts so long until you reach the front, as the phrase goes.
Problem with that is often that after you reach step one or two of your plan in CK2 it turns out it gets boring, overwhelming or that the AI has other plans and isn't playing along..
Not a bad idea though to have a plan at first and see how it goes and if you can manage the RNG of the game.
The biggest dynasties have usualy been done well in CK2 and a look at the dynasty tree can help before doing research outside the game.
